Article VII. REQUIRED IMPROVEMENTS  


A.

Monuments:

1.

Monuments shall be placed at all block corners, angle points, points, curves in streets, and at intermediate points as shall be required by the Planning Commission. The monuments shall be of such material, size and length as may be approved by the Planning Commission.

B.

Utility and street improvements:

1.

Utility and street improvements shall be provided in each new subdivision in accordance with the standards and requirements described in the following schedules.

2.

The standards and specifications for each general type of development shall be as follows:

a.

For Class "A" subdivisions, improvements to be in accord with STANDARD A.

b.

For Class "B" subdivisions, improvements to be in accord with STANDARD B.

c.

For Class "C" subdivisions, improvements to be in accord with STANDARD C.

d.

For Class "D" subdivisions, as determined by the Planning Commission.

Class "D" subdivisions shall be required to provide all utilities and street improvements also required of Class "A" subdivisions, in addition to such other requirements as shall be imposed by the Planning Commission, as provided above in Article VI(E)(8), and in accordance with plans approved by the Commission, and standards applicable to the specific subdivision plan and proposed use.

4.

The subdivider will provide an adequate size of sewer and water lines to permit expansion of the sewer and water of the City of Bloomfield beyond said subdivision.

C.

Schedules of required utilities and street improvements:

X X 1. All lots within the subdivision shall be provided with connections to the municipal water system, in accordance with plans approved by the Planning Commission.
X 2. All lots within the subdivision shall be provided with connections to the municipal sewage system in accordance with plans approved by the Planning Commission.
X X X 3. Arterial streets: cross sections as determined by the Planning Commission, and in accordance with prevailing standards.
X X X 4. Storm sewers and/or other drainage improvements, such as culverts, shall be in accordance with plans approved by the Planning Commission.
X X X 5. Grading and center line gradients shall be as per plans approved by the Planning Commission.
X X X 6. Major and secondary arterial streets: cross sections as approved by the Planning Commission.
X 7. All streets within the subdivision shall be surfaced with a bituminous surface and provided with shoulders, or curbs and gutters in accordance with plans approved by the Planning Commission.
X 8. All streets within the subdivision shall be surfaced with a bituminous surface and provided with shoulders and drainage in accordance with plans approved by the Planning Commission.
X 9. All streets within the subdivision shall be graded and provided with a gravel surface in accordance with plans approved by the Planning Commission.
X X X 10. All streets within the subdivision shall be provided with traffic and street signs in accordance with plans and standards approved by the Planning Commission.
X 11. All streets shall be provided with sidewalks in accordance with plans and standards approved by the Planning Commission.

 

Subdivision "C" is changed only to emphasize that the use of the word "Planning Commission" as the agency giving final approval to any item is amended to provide that it is the City Council, not the Planning Commission, that has the authority to give final approval. It is expressly understood that, under present ordinances, the City Council is the zoning authority in the City of Bloomfield, the function of the Planning Commission being advisory to the City Council.

D.

[ Fire hydrants ]. Fire hydrants will be installed by the subdivider in accordance with City and Fire Department recommendations.

E.

Outdoor lighting rules and regulations.

1.

Purpose and intent: This ordinance [subsection E] regulates outdoor lighting installed on residential, commercial and industrial property, both publicly and privately owned property within the City of Bloomfield. The purpose of this ordinance [subsection E] is to create standards for outdoor lighting that does not interfere with the reasonable use of residential and commercial property, prevent light trespass and conserve energy yet maintain night time public safety. Installation of outdoor lighting shall be mandatory and shall be in conformance with the provisions of this ordinance [subsection E], building codes, and all other codes and regulations as applicable.

[ Applicability: ] These regulations shall apply to all outdoor lighting including, but not limited to, parking lot, search, floodlights, street lights for the following:

A.

Buildings and structures.

B.

Recreational areas.

C.

Parking lots.

D.

Landscape lighting.

E.

Other outdoor lighting.

F.

Public streets, bikeways and walkways.

These regulations shall not apply to lighting installed prior to adoption of this ordinance [subsection E]. No unshielded outdoor lighting fixtures shall be installed after the date of this ordinance [subsection E]. No replacement of equipment for non-conforming fixtures shall be installed other than bulbs.

3.

Standards:

A.

Maximum height of any light fixture or illumination source shall not exceed thirty (30) feet.

B.

Maximum wattage shall be two hundred fifty (250). All lighting units shall be hooded or shielded as to direct all lighting downward.

C.

Lights shall not direct light, either directly or through a reflective device, upon any adjacent property.

D.

All lights mounted on poles or structures, eight (8) feet or greater in height shall be directed downward. No less than four (4) degrees or more than fifteen (15) degrees.

E.

Light fixture positioning and/or shields/hoods must limit the light rays and direct all illumination within the boundary of the owner's property.

F.

All outdoor lights installed on parking lots, streets/walkways shall either use low, high pressure sodium or metal halide lamps.

G.

No mercury vapor lights are allowed.

H.

Placement of fixtures along public street, walkways, bikeways shall be not less than two hundred fifty feet (250) nor more than three hundred fifty [feet] (350) apart or which is deemed necessary by the city council to adequately to supply sufficient lighting. All fixtures shall be constructed within public right of way and shall become the property of the city upon acceptance by the city council.

I.

A minimum of one (1) lighting fixture shall be installed at each intersection or however many shall be deemed necessary by the city council to adequately supply sufficient lighting for said intersection.

J.

All subdivision plats shall show the location of all proposed light fixtures.

K.

Trees and shrubbery shall not be located where they reduce or block parking or roadway lighting.

4.

Exemptions:

A.

Incandescent fixtures with a total of one hundred fifty (150) watts or less per fixture.

B.

Emergency lighting utilized during natural or man made disasters.

C.

Temporary lights for special events that does not exceed four (4) consecutive nights nor more than one (1) thirty-day period within a calendar year.

D.

Special lighting events such as holiday decorations, civic events or construction projects.

E.

Baseball, softball, football, soccer fields, outdoor arenas, and amphitheaters or other similar facilities.

F.

[ Marking of locations of underground utility stub-outs. ] The location of an underground utility stub-out at or near a curb shall be indicated by a single letter imprinted in the side of the curb as follows: "G" for a gas stub-out, "W" for a water stub-out, and "S" for a sewer stub-out; otherwise, the location of underground utility stub-outs shall be indicated by a colored permanent marker as follows: a yellow marker for a gas stub-out, a blue marker for a water stub-out and a green marker for a sewer stub-out.
